The problem

One manager should not see every person in the business

A leave request carries a reason, a dispute carries a complaint and an expense carries where somebody was. Handing every manager the whole roster to approve from is both a privacy problem and a reason nothing gets approved: everyone assumes somebody else will. Teams and supervisors give each person a named approver. Managers see their own reports, admins stay the fallback so nothing becomes unapprovable, and every queue, report and board is filtered the same way.
